Eurowind Energy România has announced the development of the Siminoc hybrid wind–solar project in Constanța, with an estimated investment of around €65 million, according to Wall-Street. The project is supported through the Contracts for Difference (CfD) scheme.
Siminoc will have a total installed capacity of approximately 49.6 MW, evenly split between wind and photovoltaic components, at around 24.8 MW each. Based on current technical models, annual output is estimated at roughly 120 GWh, equivalent to the electricity consumption of more than 50,000 households.

Permitting and construction authorization are expected to be completed in the first half of 2026. Construction is planned for 2027, with commissioning targeted for 2028, subject to administrative timelines and grid connection scheduling. Final equipment selection, including turbines, PV panels and battery energy storage systems (BESS), will follow during the procurement phase.
“Siminoc is our first hybrid park in Romania and represents an important step in the evolution of our local portfolio. We no longer view projects only as generation capacities, but as assets that provide real flexibility to the energy system,” said Adrian Dobre, Country Manager of Eurowind Energy Romania.
The project is expected to generate local economic activity, create temporary and permanent jobs, and contribute to community budgets through taxes. Eurowind Energy currently operates four solar parks in Romania and manages a development pipeline of around 7.5 GW, with operational capacity set to reach 124 MW by the end of Q2 this year.
