JTI România, part of Japan Tobacco, is investing approximately €300 million in a new tobacco factory in Ștefăneștii de Jos, with completion expected in 2027, according to Wall-Street.
Large-scale industrial project
The new production facility will cover around 70,000 sqm and will integrate advanced technologies and highly efficient production processes.
More than 70% of Romania’s tobacco production is exported to approximately 70 international markets, reinforcing the country’s role as an industrial hub in Europe.
Focus on sustainability and technology
The factory will operate using 100% renewable energy and will include waste management systems and its own water treatment station.
These elements highlight a shift toward more sustainable and resource-efficient industrial processes.

Gabriella Offeddu stated that Romania is a strategic market for the company:
“This is one of the largest investments made by JTI in Romania, a key market and an important industrial hub in Europe.”
Klaus-Walter Thul added that the new factory will create future growth opportunities through advanced technologies and expanded capabilities.
Economic context
The tobacco industry remains one of Romania’s most significant sectors, both in terms of fiscal contribution and trade balance, according to Radu Oprea.
Around 70% of Romania’s exports to Japan consist of tobacco and tobacco-related products.
Foreign investment trends
Daniel Anghel, vice president of the Foreign Investors Council, stated that foreign direct investment stock reached approximately €125 billion in 2024, double the level recorded in 2014.
Companies with foreign capital generate around €274 billion in turnover and support approximately 1.3 million jobs in Romania.
