Government of Romania begins cutting red tape with first solutions from fara-hartie.gov.ro platform

The Government of Romania has announced the first results of its bureaucracy reduction efforts, less than 30 days after launching the fara-hartie.gov.ro platform. Most citizen reports concern identity documents and proof of address procedures.

Key issues reported by citizens

Authorities reviewed over 300 complaints in the “Passport and Identity Card” category, one of the most frequently reported.

The main issues include repeated requests for documents already available in public systems, such as birth, marriage, and death certificates, even when no changes have occurred.

Citizens also reported the need for the physical presence of property owners to establish residence, requests for land registry extracts despite their availability in the database of the National Agency for Cadastre and Land Registration, and limitations in using electronic ID cards in interactions with institutions.

First measures implemented

As a first concrete step, the Directorate for Persons Records has issued guidance requiring public clerks to verify civil status data directly in digital systems, without requesting physical documents.

The measure has been in effect since March 25, 2026, aiming to simplify administrative procedures.

Ongoing solutions

Authorities are also working on additional technical and legal solutions.

Banks have already received access to relevant databases and no longer request proof of address certificates, while a similar mechanism is being tested for notaries.

At the same time, public officials are required to access the ANCPI system directly, with automatically generated extracts serving as sufficient proof.

An online service for residence registration is also under development, with an estimated launch by the end of May 2026.

Digitalization and next steps

The Ministry of Internal Affairs is analyzing solutions to allow digital consent for residence registration, eliminating the need for in-person procedures.
