Holcim România signs agreement with CINEA for major carbon capture project in Romania

Holcim România has signed a funding agreement with Agenția Executivă Europeană pentru Climă, Infrastructură și Mediu to develop the Carbon Hub CPT01 project, a carbon capture and storage initiative marking a first for Romania under the Fondul pentru Inovare al Uniunii Europene, according to Economedia.

Strategic project for industrial decarbonization

Developed in partnership with Carmeuse, the project represents a major step in reducing emissions from energy-intensive industries and transforming the construction sector in Eastern Europe.

Carbon Hub CPT01 will capture CO₂ emissions generated during cement and lime production and enable their permanent geological storage, significantly reducing industrial emissions.

The project is designed to become the first large-scale onshore carbon capture and storage system in Eastern Europe, positioning Romania at the forefront of climate innovation in the region.

Production capacity and impact

Once operational, the project will enable the annual production of approximately two million tonnes of near-zero emission cement, supporting the company’s decarbonization goals and its NextGen Growth 2030 strategy.

At the same time, Carmeuse estimates a production of around 200,000 tonnes of low-emission lime, contributing to its target of achieving net-zero emissions by 2050.

Technology and infrastructure

The initiative is centered on an advanced carbon capture system designed to process emissions from two major industrial sources located in Câmpulung.

By integrating capture processes for both cement and lime production, the project establishes a comprehensive model for a sustainable construction value chain.

Bogdan Dobre highlighted the importance of the agreement:
“This marks a defining moment for the decarbonization of the construction sector in Eastern Europe and demonstrates that carbon capture technologies can accelerate the transition to near-zero emission cement.”

Ionel Ungureanu emphasized the role of partnerships:
“Real industrial decarbonization requires strong collaboration. This project helps build an ecosystem that benefits industry, communities, and the environment.”

European context and strategic impact

The project contributes to key EU initiatives, including the European Clean Industrial Deal, the Net-Zero Industry Act, and the EU strategy for industrial carbon management.

Through this investment, Romania strengthens its role in the transition toward a climate-neutral economy, accelerating the adoption of carbon capture technologies.
