The number of active mandatory home insurance (PAD) policies reached approximately 2.39 million in February 2026, marking a 2.97% increase compared to February 2025, when about 2.32 million policies were recorded, according to PAID Romania, cited by Agerpres.
On a monthly basis, the increase was modest, at 0.04%, indicating stable growth.
Urban vs. rural distribution

Most policies are held in urban areas (70.9%), while 29.2% are in rural areas.
By housing type, 94.3% of policies cover Type A homes (durable structures), while 5.7% cover Type B homes (less resistant materials).
Regional breakdown
The highest number of policies is recorded in Transylvania (20.5%), followed by Muntenia (19.8%) and Bucharest (18.5%). The lowest coverage is seen in Maramureș (3.2%) and Bucovina (3.5%).
Coverage and costs
Issued since 2010 by PAID Romania, PAD policies cover earthquakes, floods, and landslides.
The cost is around RON 130 for Type A homes (insured up to RON 100,000) and about €50 for Type B homes (insured up to RON 50,000).
