Ministerul Energiei and Ministerul Finanțelor, with support from Autoritatea pentru Digitalizarea României, have launched an Expression of Interest (EOI) procedure to select a consortium leader for the Black Sea AI Gigafactory project, according to Economedia.
The initiative aims to build a large-scale AI computing infrastructure with regional impact, positioning Romania as an emerging hub in the European AI ecosystem.

Strategic project for the Black Sea region
The project is designed to support advanced industrial capabilities in AI and strengthen Romania’s role in next-generation computing infrastructure.
Consortium leader selection
Authorities are seeking a partner with strong financial capacity and experience in large-scale technology projects. The process is a preliminary market consultation, without binding commitments at this stage.
Technical requirements
Applicants must propose an initial setup of around 20,000 GPUs or equivalent AI accelerators, along with scaling plans and implementation strategies.
Timeline
The EOI was launched on April 15, 2026, with a submission deadline of June 14, 2026.
